This drawing
is explaining the Civil Rights
Act of
1866. The drawing that says “before” is showing an African-American before the
act took place. It is explaining how African-Americans had no rights before the
act. African-Americans were considered 3/5 of a person before the act. The drawing
labeled “after” is showing how African-Americans were equal after the act. A
lot of people did not like the act but it still happened.
